Allegations of sexual abuse against Brazilian soldier in Haiti


The Brazilian government is concerned by articles in the international press regarding a supposed case of sexual abuse involving a Brazilian soldier in Haiti in 2004.

MINUSTAH (United Nations Stabilization Mission in Haiti) has stated that it conducted a thorough investigation into the alleged incident in 2004, and concluded that there were no grounds for the accusation. This conclusion was re-examined – and subsequently reconfirmed – by two higher judicial bodies, one of which was independent from MINUSTAH.

The Brazilian government vehemently condemns all cases of sexual abuse and exploitation. In the discussions on the subject at the UN, Brazil has participated actively in the efforts to establish a zero-tolerance approach.

In accordance with UN rules, all Brazilian soldiers taking part in MINUSTAH undergo a thorough training programme which includes instruction on respect for human rights, the protection of vulnerable groups, and the prevention of sexual abuse.

It is important also to point out that Brazilian soldiers in Haiti remain subject to Brazilian law. Any indication of misconduct will be investigated by the competent judicial authority in Brazil, and if necessary, legal proceedings will be initiated.
