On 1 January 2003 President Luiz Inácio Lula da Silva was sworn in with a promise to focus the attention of his administration (2003-06) on fighting poverty and hunger. He said, "If, by the end of my mandate, every Brazilian has food to eat three times a day, I shall have fulfilled my mission in life."
President Lula's government soon began to implement the Zero Hunger Programme (Programa Fome Zero), a series of initiatives aimed at eliminating hunger in Brazil.
